Tuition & Fees
The Royal University of Law & Economics is a non-profit institution. Tuition fees are used solely to cover expenses for the Professors (locally and internationally) and the administration of the programs. In addition to the tuition fees noted below, applicants are required to pay a $100 Application Fee when they submit their application for either program.
Tuition fees vary according to each program. For the 2021- 2022 academic year, the tuition fees are as follows:
Executive Master’s Degree in International Business Law:
Year 1: 1500 USD
Year 2: 3000 USD
Master’s Degree in Public Law & International Law:
Year 1: 1500 USD
Year 2: 1500 USD
Methods of Payment and Payment Deadlines
Payment may be made by cash, check or bank transfer. If paying by check, please make your check payable to: “Royal University of Law and Economy Account 1 Law”. Please note that only checks from Cambodian banks will be accepted.

The Application Fee of $100 is due upon submission of an application to either program. This fee is non-refundable. The deadline for application submission is 30 September 2020.
Tuition fees are due the Friday before the first week of classes for each year. Tuition Fees for the 2021 – 2022 academic year are due on September 30th 2021. Classes will begin on Monday, November 2nd 2021. Late tuition payments will be assessed a 20% late fee.
Tuition Refund Policy
- Students who withdraw from all classes before the first day of classes will be eligible for a refund of 100% of tuition paid.
- Students who withdraw from all classes during the first two weeks of classes will be eligible for a refund of 80% of tuition paid.
- Students who withdraw from all classes after the first two weeks of classes and before the end of the fourth week of classes will be eligible for a refund of 40% of tuition paid.
- Students who withdraw from all classes after the end of the fourth week of instruction will be not eligible for a refund.
To be eligible for a refund, a student must notify the Program Director, in writing, of his or her intent to withdraw from all classes. The date that the Program Director receives the student’s notification is the date that will be used in determining the refund due.
Students may pay for their yearly tuition in two separate installments at the beginning of each semester. A $50 administration fee per installment payment will be charged in order to cover the administrative costs of multiple payments. As the first year’s tuition fee is the same for both programs, a student who chooses to pay by installment will pay $800 ($750 + $50 installment fee) by the Friday prior to the beginning of classes in the fall and spring semesters. Two installment payments per student per academic year (or four total over the two-years of each program) is the maximum number of installment payments that will be permitted.
Note: For qualified students, RULE will offer financial support in the form of a full or partial tuition waiver. This type of financial support will be awarded to a limited number of students on the basis of academic achievement, need and geographical distribution (see the Scholarships section).
